C) establish average cost per family. d) break family/individuals into income groups. for example..if a family makes 0 to 18,000 per yr the pool would provide 100%, $18001 to 23,000, the family pays a small %, and the pool makes up the difference $23,001 to 30.000, the family pays a larger % and the pool the difference, and so on
